Sandy Flory

Sandy Flory

Chairperson

Sandy Flory brings a strong rural perspective and deep governance experience to Carlton Trail College. Raised on a mixed farm near Tuxford and now living south of Humboldt, she and her family operate a cow/calf farm business and are active in community and youth sports.

Sandy is a founding director of Temple Gardens Mineral Spa and a former small business owner in Moose Jaw. She has served as Division 4 Councillor for the RM of Wolverine since 2007 and has completed the Saskatchewan’s Municipal Leadership Development Program. She also serves on the Regional Social Services Appeals Committee and chairs the Saskatchewan Farm Safety Council.

Appointed to the College’s Board in 2019, Sandy is passionate about the role of post-secondary education in sustaining vibrant rural communities across Saskatchewan.

Elan Buan

Elan Buan

Director

Elan Buan is a seasoned market researcher with over 25 years of experience supporting economic development, labour force attraction, and strategic planning across Western Canada. With a Bachelor of Commerce from the University of Saskatchewan and additional training in leadership and Indigenous awareness, Elan brings both analytical depth and cultural understanding to her work.

Elan has worked extensively with municipalities, regional partnerships, and government organizations, particularly in Alberta and Saskatchewan. She is passionate about building strong, resilient communities and is highly skilled at distilling complex data into meaningful insights.

As a Carlton Trail College Board member, Elan contributes strategic insight and a strong commitment to rural development and accessible education. She was appointed to the Board in 2023.

 

Melissa Dieno

Melissa Dieno

Director

Melissa Dieno brings a strong background in municipal leadership and a deep commitment to rural community development. As the Chief Administrative Officer (CAO) for both the Town of Wakaw and the RM of Fish Creek, Melissa oversees complex operations, budgeting, infrastructure, and policy development. She holds certifications in Urban and Rural Municipal Administration, along with training in asset management and leadership.

A passionate advocate for accessible education, Melissa values the role of institutions like Carlton Trail College in strengthening rural communities. Her volunteer work includes serving on the Wakaw Housing Authority and as a Division 5 Director with Urban Municipal Administrators Association of Saskatchewan (UMAAS).

Appointed to the College’s Board in 2025, Melissa brings insight, energy, and a service-driven mindset to support lifelong learning and regional growth.

 

Nathan Gregg

Nathan Gregg

Director

Nathan Gregg brings over two decades of leadership and innovation in Saskatchewan’s agricultural sector to his role on the Carlton Trail College Board.

With a Bachelor of Science in Agriculture and extensive experience at the Prairie Agricultural Machinery Institute (PAMI), Nathan has been involved in multimillion-dollar research and development initiatives, fostering collaboration across industry, government, and academia. He also operates a long-held family grain farm near Paynton and provides custom field services to local producers.

Nathan is a long-standing volunteer leader with the Herb, Spice and Specialty Agriculture Association of Saskatchewan and serves on the Provincial Farm Health and Safety Council. His deep understanding of rural communities, education, and agri-business makes him a valuable advocate for learners and regional development.

Nathan was appointed to the Board in 2024.

 

Shawna Miller

Shawna Miller

Director

Shawna Miller is an accomplished governance and marketing professional with over 30 years of leadership experience in Saskatchewan’s credit union system.

Shawna’s background includes executive roles in marketing, project management, and stakeholder engagement, with a strong track record of leading organizational change and long-range planning. As Director, Governance at Affinity Credit Union, she provided strategic direction and expertise to support democratic processes and policy development. She holds certifications in project management and financial planning and is completing the Professional Director Certification Program.

A dedicated community leader, Shawna has chaired numerous local initiatives and received national recognition for excellence in marketing and community service. Her deep commitment to collaboration, education, and rural development makes her an asset to the Carlton Trail College Board.

Shawna was appointed to the Board in 2021.

 

 

Darrell Paproski

Darrell Paproski

Director

With nearly four decades of service in Saskatchewan’s Pre K–12 education system, Darrell Paproski brings a wealth of experience and a deep commitment to rural education. Throughout his 38-year career, he served as a teacher, principal, superintendent, and Director of Education, consistently advocating for equitable, high-quality learning opportunities for all students.

Though now retired from public service, Darrell continues to contribute meaningfully through volunteer work with numerous professional and community organizations across the province. His dedication to education and community development aligns closely with the mission of Carlton Trail College.

As a member of the Board of Directors since 2021, Darrell offers valuable insight into the needs of rural learners and helps guide the College in delivering accessible, impactful post-secondary education throughout the region.
